Nicodemus did not stand on his rank but came to visit Jesus, probably as a courtesy call. But Jesus responded to Nicodemus' admiring words with a blunt statement about Nicodemus himself and his need for new birth.

Being 'born again ' means acknowledging that one is a sinner, repenting of sin, and inviting Jesus into one's heart as Saviour. God responds by declaring that the one who does this is his child.
