The death of Pharaoh (likely Thutmose III, who died about 1447 B.C.) meant that Moses could return to Egypt.

At the death of a pharaoh, Egyptian authorities dropped all pending charges, even in capital cases.

Genesis 4:19

The plight of the Israelite people had reached fever pitch during the time of Moses' absence.
