God could not find a spiritual leader to guide the people in godliness.

Why not Ezekiel?

Ezekiel 3:17-21; 33:1-6

A qualified leader is useless if people refuse to be led.

According to Ezekiel 13:5, God will actively bring about His purposes for the world: He will rescue the righteous and judge evildoers.
