This is a prophecy of the coming of people of all nations to the Knowledge of God.
Thus in the Old Testament, the Lord expresses His concern for the salvation of other nations.
Genesis 12:1-3

*Banner* is a rallying symbol.
*Jesus the Messiah is the banner for the gathering of peoples from all over the earth*
